How did the County afford it?

Under the Tenure of Tax Hike Mike, including 6 years as Chairman of the Budget & Appropriations Committee:

  • The Real Property Tax Levy has increased 54%, to $560.7 Million from $363 Million
  • The Sales Tax Levy has increased 95%, to $432.6 Million from $223 Million
  • Enacted a new Mortgage Tax, collecting $148 Million in new taxes over 7 years
  • Westchester County doubled auto usage fees, collecting more than $60 Million in new taxes over 7 years.

Offices of the County Executive and the Board of Legislators Increases 349%

Under the Tenure of Tax Hike Mike, including 6 years as Chairman of the Budget & Appropriations Committee:

  • Andy Spano's Office Expanded 394% to $20.6 Million in 2009's Budget, up from $5.2 Million in 1999.
  • The budget for the Board of Legislators more than doubled to $6.4 Million, up from $2.5 Million.

Mike Kaplowitz has worked on a number of issues one might call “signature.”

  • He’s sought to divert sewage from Yorktown to Peekskill to protect the reservoirs, but made enemies with the people he needed to help him get the project done.
  • He’s worked to get Yorktown baseball fields, but played politics to make it happen on a deadline to improve his election prospects.
  • He’s sought to position himself as the fiscally conservative Democrat in the Westchester County Legislature, but he’s gone along with much of the spending, even contradicting himself on the issue of hiring a lobbyist for the Legislature.
  • He opposed some Playland spending, but approved others.
  • He voted to fund the affordable housing litigation, then supported the settlement.
  • He was a vocal opponent of Indian Point Nuclear facility.
